all of y guys are wrong, popo is neither, if you look on the inko on popo's card it tells you the answer........ http://www.kongregate.com/accounts/ZelphericX/card_album?card_set_id=3

no popo is a girl, since she wears a skirt, and the only men who wore skirts are scots, but they came from tiki island)form the card album description) and if popo is a girl thenit would even up the gender ratio.
plus, in savage and rural areas, any girl may wear a pigs head

And if they based it on the skill rank, no one would raise their skill level, they would just remain at lvl 1 to increase their chance to get a card...

Their not going to increase the chances of getting cards anymore than it is now. The entire purpose of creating Kongai is to increase traffic on Kongregate. If everyone got all the cards, they would lose their incentive to come. The way they have done it, people continue coming back to get cards.

Does it matter if Popo is a girl or boy? I mean, is slingshot gonna do +20 dmg if he's a boy or something? Herbel + 20 if she's a girl?

having 200 cards is overload. 100 cards would probably be fine though. Remember, they want to make the cards as even as possible. They don't want cards that completely over power.
Regarding the popo discussion, I personally think that popo is a girl dressed as a boy
