A couple of suggestions:
-Make the active area bigger to make it easier to use
-If possible, allow the user to change the brush type (draw soil, line soil etc.) by clicking on the current one and showing a drop down like the right-click menu on Windows OS so I don't keep having to click through the options.
-Shift the basic options (e.g. draw-soil, save, export etc.) to the top or bottom of the main panel so as to be able to fit more items in per page view.
-I'm also not clear on what Export and save are supposed to do as they don't appear to do much. Maybe the files should be saved to the user's hard drive and Export should do something.

This may not be the first game of this kind but it's certainly the best. I've been looking around for this as I remember it from before (assuming it's the same) but couldn't remember enough to find it again.

Holding Ctrl while using mouse wheel also allows you to change the radius without scrolling down or up.

Filters would be cool, they should let some materials pass but some not, like, an Oil filter. Nothing can go through, except Oil. Or a liquid filter, where water, oil and maybe lava can pass. That'd be handy for my Oil Generator.
