Not exactly, I don't think. They were a hosting site who allowed developers to upload their games here for people to play (which is not the same thing as a publisher who would take people's content and publish it for them). I also don't think they created many of their own games to publish. I seem to remember from the Kongregate Announcement over the summer that Kongregate was acquired by MTG and was no longer going to be hosting games from most developers, and I THINK it said that they were going to work on developing mobile games instead. I'd have to reread the Announcement to be sure.
