They did Patty the week before and Cooper this week, but Artie was supposed to be after Patty. The one that I couldn't get shiny... and it wasn't even my fault. By the time they got to my submitted screnshot way back then, the week was over and they considered it "too late", even though it was submited in time. I hope they do Artie next week.

Can you still earn it by completing one of the 'Best of [Insert Year Here]' quests, though? I know they reward missing Kongpanions if you complete them, including Shiny ones if you've got all the available normal ones -- it's a gamble, but if you've got one or two of those quests unfinished, you can try doing that after you fill up all the missing gaps in your Shiny collection.

You won't get such a responce, because it isn't correct. My assumption is that TheDarkoko is trolling.
There was a post in a sticky'ed thread that they would rerun the Kongpanions from Jan - March after April 1. Not sure if that will happen or not.

Arty missed out obviously due to being Valentine's Day kongpanion, originally running from February 10th 2014 through February 16th 2014. This is backed up by his tags being "Love" and "Holiday" and being a cartoon rendition of *cor*, a human heart.
