What are the maximum item levels and action speeds? I'd like to aim for them, personally. If there's any other maximums (like a resource or a cost cap), that would be great to know as well!

Are u talking about training reps, or atk speed? And item levels i assume is referred to the blacksmith. As far as i know, there is no limit to the level, i havent reach it if there is one.
As for speed;
Attack speed: i've been able to come down to 0.21 sec/atk, so im guessing u might reach 0.01 as lowest. (Guessing!)
Training speed: Trainers caps at level 100 on speed. Value is most likely limitless.
Miners: they cap at 607.2 speed.
