I saw the discord comment by adam where he upgraded the rebirth level of H20 smith reeeeeedux while at level 107 and it reduced his smith costs by an appropriate amount. However, it would appear that simply moving up through the water levels does NOT affect them. I kept track of a lvl 90 smith item, a level 3, and one that I hadn't forged any levels in and none of them were affected.
For comparaison I kept track of the cost of a potion, whose cost DID go down as I leveled up from 100 to 101 to 102.
