Not knowing the mechanics of the spelunker, I lowered it and could not undermine some minerals. I already did rebirth and AC, they don't restart. What I can do?

If what you're trying to say is that All Spelunkers are at too high levels to mine things, you can always make them by using Machines to get lower tier materials from higher tier materials. There's no way to reset Spelunker levels.
Also, even if you messed up (so that mining takes forever) Spelunkers will most likely get some Bags of low level.

I have only one spelunker, my minerals are like this:
Coin: 10
Ore Vein: 2
Crown: 5
Candle: 40
Heavy bar: 100.
So how can I get "Ore vein" if my miner can no longer return, and I don't have minerals for workers or machines.

Can't you use "Extract/Stop" Button? When Spelunkers is digging/training you can stop him whenever you want unless the button is bugged.
But if you made it so Spelunkers is immediately digging too fast for you to be able to dig Ore Vein and you don't have any Machine to turn better things into Ore Vein you might be stuck but I think if you will immediately extract you should he able to get some Ore Veins.

Well, I'm stuck. I let it go too low and did not collect minerals from the first levels. Therefore I can not make machines or buy another Spelunker. How can I restart them to start correctly?

I think you can try doing instant dig out (I don't know what you need to unlock first Machine as I've already built most things at Construction, the few I'm missing are costing too much resources atm. ). For me if I do instant Dig out I get much lower tier bags (although I can basically get a lot of weak resources instantly using machines). As I said, as long as the Dig Bar doesn't fill up immediately you might try to dig out immediately after seeing the bag, check if you will get resources you want.

Initially had the same issue, other replies are correct. The only real thing you can do is to spam the dig and extract button to try and spm only getting the lower tier bags. I would recommend leveling your guys a bit more cautiously once you manage to buy more diggers until you get machines anyways.
