Salt and flour both look visually similar to sugar. Maybe that's the source of the confusion? Regardless, you can find sugar in market 5 and the secret market. Personally, I recommend trading black or yellow magic in Market 1 to get mysterious item, then trade the mysterious item in the secret market. Makes the secret market cost much more bearable.
