This not a general bug; many players including myself have successfully completed all guild quests. You're individual game may be bugged, but much more likely is that you are in fact doing something wrong. I suspect the misunderstanding is in the term "Market 2". Market 2 is the second market place you can unlock, located below Allium City on the map. You must trade the blue magics (not elixirs; make sure you're trading the right item as well) in this specific market to complete the quest.
