You can't get there, there's not enough merchant quests. You'll max out at 53 or 54, depending on how few quests you complete before buying "Charisma Training" from Quinn. The fewer you complete, the easier 54 will be. MAAAAAAAAAYBE 55 is reachable, if you play it optimally. ByLivan (top of the guild level highscores) has definitely cheated.
