I sometimes get this on all text. (build, research, view base, sector, alliance, fleets, resources... etc. everything except player chat)
It reverts back to normal when i hover the cursor over it or click it (with minor exceptions such as under the fleets tab: status, target and cargo. as that text dont register my cursor)
Not sure what causes it but reloading fixes it.
Might be that it simply didnt load right for whatever reason.
