It seems that even with 'limit prestige auto-unlock to at least two layer skips' it cannot go further than skip of 1 layer. I don't know if it should work like this. If i remember correctly, it bypasses those checks if you unlock layer within 20 seconds after previous one those 0 and 2 seconds alternation is just how its weirdly autounlocks those. Whats really happening in your case is its auto-unlocking layers to 21 one by one. That is not considered skip, because you have them instantly (20s rule) Perk starts working when you get to higher layers when they take actually long enough
