Someone said it is found by walking and not by killing. Herbs work like that so it makes a little sense for the fish to as well. What this means is that you will find more fish with higher movement speed, and if you are not using blizzard or lightning. It would be even better if you used only attacks with 50 range. I haven't confirmed this is actually how they function, but it probably is considering fish aren't on any of the mobs' drop tables.
