I dont know what do you mean exactly by "active" but in my city there are 10 players who play daily and 3 more who play during the previous week. We get the 16th reward of the raid every week. However, the city grows slowly (only casual gamer stay in the city for a long time.). In any case, you're very welcome to come in.
