Pumps are producing 5.75b water, pipes hold 19.18b, gens can use 20.58b and cells are outputting 14.06t. So 8 pumps should be able to produce enough water no problem, but in the left configuration, only the closest pumps to the gen drain of water.

Because in the one on the left it is distributed equally but not on the one on the right

you meant in the right side disign the pumps send water to the gen, right?
water is not stable, particularly when you create theese web designs with pipes and gwp. still, theese webs are more efficient that a single line of pipes recieving water from gwp to the sides of it.
