So I am trying to complete the mission where you have to uprade your capital ship to rare from common using 6 rare scematics. The mission states that since I wont have enough rare scematics I would have to go to the "Alliance Quatermaster". So I see there is an alert on the alliance page so I go there but I cant find anything. Where is the alliance Quatermaster?
