I don't know what the idea was behind giving cull to Pavuk. I fell devitalize called for a stall strategy, viz getting as many of your opponent's creatures to 0 attack, and destroying his deck slowly, with Memory claw for instance. Her natural opponent was Luther, in that sense, with decks often containing armored creatures which actually helped Pavuk using her strategy, by keeping them on board longer, with minimal attack. With her new ability, Cull, this stall strategy is actually significantly less effective, as her opponent gets the chance to replace weak attackers, which now unfortunately die faster, with stronger ones. Pavuk was the hero I used against many Luther decks in that way. Devitalize called, it seems to me, for stall strategies, which Cull interferes with...

True. Cull and Devitalize have negative synergy. Pavuk has always been an outsider and since equipment came out she wasn't even that anymore. She was no Eliana - she was not that weak - but she was useless anyway, but more in the way Phantic was. Other heroes did her things better.
Some people tried somewhat-effective mill decks with her, but Glasha is just better at it, but Cull just is counterproductive with Pavuk. You want to take advantage of your opponent's weakened creatures whenever you use Pavuk and Cull reduces the time you have to do so.
I always felt she should buff her friendly creatures instead. Adding +1/+1 to a random friendly creature every turn would be interesting.

Pavuk, for beginning and older players (as myself) who don't have the equip to use Glasha, was the best alternative among free heroes to Glasha for stall strategies (though with Clom's latest buff, this is possibly not the case anymore). I assure you that untill Cull was added, against many Luther decks (including top ones in the arena right now) the win rate was over 80%. Contrarily to the other heroes, Pavuk just thrived for instance on Luther's Aegis, protecting 0 attack creatures, while she was destroying his deck. With Cull's addition though, if anyone sees any viable strategy with her, a post about it would be interesting...

So, Cull is counterproductive to Pavuk's main thing? I'd never thought of that, despite the fact that I have a Pavuk deck that's been doing much worse since the update. I guess that means the damage component of Devitalize is also counterproductive?
If they re-revise her, what would be good? Personally, I think it would be neat if Devitalize had some extra effect when used on units that are already at 0 attack, or units that lack an attack altogether. Or maybe she could have an ability that triggers when the opponent's staging area is full?

I guess she envies Clom the most, or Myrrh to a lesser extent, as far as the buffs that were provided to other heroes :(

Would be nice to have 3 weakening atacks not just 2. That would bring her back into game.

Thanks for the feedback. Cull is a cool skill but I agree it does not synergize so well with Devitalize. We may make an adjustment soon (if we remove Cull you can be sure it will reappear elsewhere soon!)

Maybe give it to Eliana? Seeing her stubbornly try to hit the same 1-2 life creature with heavy armor or windshield, with her new snipe skill, and thus do no damage for a few turns in a row, is just silly... Though Cull might be overpowered on Eliana.
