I don't think is has anything to do with "regen" - or there is yet another bug going on here: Red's leech misses whenever she is evading.
APP - can you please correct this? It seems that the game treats a leech heal as a "hit" that will always miss when she is using perked L espresso. Doesn't really seem like intended behavior.
