The punch at 30% is by far the weakest attack buff. Please increase to 50% to add a real advantage.

This is a great point. I'm not positive if the Shield buff happens after the health buff, but I imagine it does. If you can build a full punch deck, it might be OK because the shield degrades after every punch but it seems kind of shortsighted to buff an offensive trait and a defensive counter to that offensive trait simultaneously. Punch being random doesn't help either.

Punch buffs have always been 30%. The "shield" buff (more appropriately described as a bunker buff nowadays) does detract from the utility of the Punch buff, but the fact that multiple punches can land on the same target make it more powerful than a 50% bomb or gas buff. The defensive buffs are all applied separately from health buffs as far as I've seen, not boosted by them.

It's kinda like when we got Bomb and Bodyguard: you get a nice battle against bge decks and a great advantage from off-bge decks

Putting it like this these buffs kinda allows us to create whatever BGE deck we like best since the bge buffs won't really work against bge decks however non bge OP decks cannot be used since buffs will work against them decks.
