Probably makes more sense for you to move to an already active guild than to try and turn one of the hundreds, if not thousands, of largely inactive guilds into an active guild.
Every siege and rumble you spend in a largely inactive guild robs you of rewards that are just sitting out there for you to take. And losing out on those rewards stunts the growth of your deck.
