I suggest adding a new gear upgrade path which would allow the merging of duplicate gear to upgrade the gear. For example: 1 duplicate would upgrade a gear+0 to a gear+1. 2 duplicate gears would be needed to go from +1 to +2. Etc. A small amount of gold would be charged as a processing fee but no other materials would be needed to do the merge.
