One potion at most per unit per dungeon is ridiculously bad and a reason why I've given the game 3 stars. One heal and one revive (if you have any) is better, primarily because it still limits the amount of healing you can do, yet still gives you a chance at clearing the dungeon without penalty. I'd recommend tweaking this aspect of the game, it'd definitely increase my rating....
