So it's just occured to me that titan 11 ( "crab" rave) gear dropped has zero EM cap boosts
and the new zone ( "Eyyy") also has a set of equipment with zero EM cap boosts
but the zone BEFORE titan 11 ( The dance floor) has gear that DOES have EM cap boosts
now..heres where this all ties together
if your using the entire set of the zone eq AND all 5 daycare equipment AND the maximum respawn EQ
you will (if you have every accessory slot) have one slot left...i put Demon there fo the massive EM power boost
HOWEVER..your EM cap just tanks by about 20x so you can't train NGU's or aug's or time machine
SO...should you have inversted more into EM cap by titan 11 since after that..you get no more gear with EM cap boosts SINCE the game assumes you already have hit the cap?

As someone who is working through holloweenies and is almost ready for titan 11 I have reached hard cap on energy and magic but it is definitely still gear dependant, magic moreso. This does seem like the time you're suppose to cap them out, but I still have a decent amount of perk and wish boost for them that I haven't used so those seem like they'll slowly fill the gap my gear provides.

You will get the em cap from accesoiries. It's a rare stat at that point, but you will still get enough.

It all depends on your equipment, if you ditch most EM cap bonuses it becomes quite hard to ever reach the hard cap.
A "rule of thumbs" is that you can start to hit hard cap with a base cap around 10E+12, but that's with gear that favours NGU or wishes so you can easily double or tripple that amount if you feel that it's not enough because you run an equipment that is not going for either NGU or wishes but for something that doesn't rely on EM stats at all (giving you no reason to have EM bonuses in the first place, including cap).
Maybe it would be more informative if you also gave us an idea of what your base energy and magic cap are but the simple fact that there are less and less EM cap bonuses from gear in further zones in sadistic points towards the idea that you are not exactly supposed to cut putting exp into EM cap unless you are willing to put accessories specifically for that bonus in your loadout.

so i have a follow up question
Does the massive NGU boosts the gear has/gives "balance" out the EM cap boost drop?
i mean the new zone has gear that gives me a 14,000% boost to NGU speed doesn't that counter the EM cap by mean you need less to blur bar?

That depends on many factors so the gear optimizer is the best place to have that answer, you just tell it to optimize for NGU (not the "raw" one), possibly inputing your energy and magic cap without equipment to make sure it doesn't overdo the cap and it will give you an answer.
At the very least that bonus renders a lot of NGU speed bonuses from other equipments a lot less impactful, so it's entirely possible that a few potent accessories with EM cap (and perhaps power as well) will increase in effectiveness from that shift.
