i analyzed the whole course of the game, and the tax collector never comes anywhere near to be a better business than building houses, mines or sawmills. the -5 happiness makes it extremely expensive to compensate with anything.
the other flaw is the combination of inn and windmill. every purchase of an inn doubles the price of the windmill. otherwise the windmill stays awesome cheap until the end of times.
there is no sense then to build inns. the inn doesn't compensate this flaw with its 1 coin per round income.
either it's income must be much higher, or it may not double the price of a windmill.
