The whole thing just feels sluggish and heavy, and the timer should not count down as you are waiting for the balls to stop rolling.

its a pretty good game and it gives you plenty of time i just hate that it doesn't give ball in hand after a scratch as Zag24 said if it did i think it would be a 4/5 but until then 3/5

Not bad. Needs some way to put spin in the ball. But, of course, that's a lot more physics for you to calculate. It doesn't give ball in hand after a scratch, which is a game-breaker once you try to do multi-player.
