If on extreme choose open govt, though this works for all types/difficulties: 1) Close domestic travel for infected & foreign travel for clean (do so for the entire game, keep an eye out). 2) Close border to Canada. 3) Hand out masks to all infected states as often as you can. If on extreme, spin the media. 4) Once vaccine is up, distribute to 3-5 states, (what you can afford). 5) When a state has <1k healthy, stop and vaccinate a different state. 6) Once southern states clear up, close border to Mexico. 7) When all but 1-2 are clean, road block those states. 8) Wait and hopefully win before 40 days.

How to beat the game: distribute masks in infected states, while you save money for vacination; keep the distribution, but save money; when vacine is ready, start with the infected states, then go to the nearby states, and so on; be careful not to get out of money, the money you saved should last until you finished the infected states, all at the same time; after that, go three or four states at a time. Quit the state when 90%-95% of population is immune and go to the next one; for extreme mode, I found easier the open goverment, and instead of masks I used the campaign, it was cheaper and more effective.

I think this pandemic genre has a lot of potential for multiplayer, one player runs a country and tries to protect it from the pandemic while the other attempts to spread it.

ideal places to isolate the virus are florida and maine, especially maine, 2 exits easy to blockade, and only way to get new infected is through canada

I figured out how to get the operation iceberg trophy. Just beat the game on any diffuculty with any government type on april 1st, or you can swich the date on your computer to april first. + So others can see!

My strategy is to tell the army to help out in every hospital near an outbreak, and dropping masks wherever needed. Once the vaccine is done (because I was boosting the hell out of the hospitals), I prioritze infected states, then heavily populated states. Shutting borders and making media reports is for weenies who don't like spending money on saving people. I ought to try a Fox News run!
