Delosford how about once in a while we could have Situations we could react to when playing bills like these situations : North Korea has Invaded South Korea, Pandemic, Riots, and Much more! Witch effects happiness, GDP, Health, Foreign Relations and more?
sure seems like it these days. I'd have replaced the justices by now, but I'm locked out of my hosting account due to some issue that I'm getting resolved.

That's what I mean about the other games affecting this one more. The incentives to start bills would be getting paid by lobbyists, or enhancing your chances of being elected.. kind of like it actually is. Clout would flow more from being on the winning side of any particular bill.. also a little more like it actually is. Though admitted, this might become more feasible once The Lobby is fully up and running. Right now though, I can game the system fairly easily.. by starting and completing low level bills, I can easily raise my clout without ever worrying about what anybody else is doing.
If you adopt that strategy, you'll gain Clout extremely slowly. Notice how Moses popped back up from roughly 0 clout to over 300k in what... 2 weeks at most? He doesn't do that by soloing piddly bills. The most effective way to gain clout is to introduce a bill, act on it enough to keep it supported, and then help pass/fail the bills of others with most of your energy. The system is designed for multiplayer interaction to be the most lucrative option already. You should also probably read the design doc for The Lobby that I posted on the Facebook page a while back. You haven't even begun to see how the two games will connect from what's currently in.

When you run attack ads under campaign management, apparently it shows that the ads are targeting yourself, it's kinda confusing.

I personally think it would be interesting to see a lot fewer bills, and a lot more fighting over the ones there are -- it could also mean more opportunity for the other games to have a real effect in this one.
Easiest way to do this, if your interested, would I think be to reduce the award given for starting a passing bill to slightly less than the bill's cost, and increase the rewards for multiple plays on bills.
Then nobody would have any incentive to ever introduce bills. The system is presently designed so that introducing bills and helping the bills of others is the most effective way to gain clout, which seems to be the best possible situation for the health of the game and increased multiplayer interaction. The inflation in the number of bills happened somewhat recently mostly due to research committee (and also somewhat due to the new FR bill options). You'll see the count go back down now that I've altered research committee.

I'm thinking of a cross-game suggestion. A custom mission where a lobbyist gets paid by a Clout player to fake their death on the next Assassination Attempt that occurs on that clout character by bribing or other means. The Clout player then has the possibility to change nicks, and all investigations, scandals, and current Clout will vanish, including Clout Tiers, but they manage to keep their items and abilities. a nice saver that would require coordination between lobbyists and clout polititians and would cost a lot, but to this effect, it's worth the money.
The effect of this is too good and would make money too powerful. There's also not much reason for a congressperson to approach a lobbyist about something like this.

It would be awesome if we could "lock" bills from passing. That way, we could equip the right equipment for clout points rather than bill points. It's annoying having someone pass a bill when you're not ready. I've had it happen three times.
It's not really required that you change equipment like that. Besides that, Congresspersons have no real way to suspend debate on a bill (aside from filibustering I suppose).

I love the game, but when I play it the game says character auterization faliure after attempting an action like buying from store equiping items and playing bills. Help?
make sure you aren't trying to play through a proxy, you haven't been disconnected from kongregate (you see it in the sidebar if you are), and you haven't just had the game open forever. I think kong's session keys or whatever eventually expire.

Speaker of the House seems to have stalled again...I think it needs a better solution to this thin voting that keeps happening.
uh.... what? Nothing keeps happening. Nominations occur in the amount of time that I expect based on the required vote count. It requires around 100 just to get nominated.
i'll check and see if anyone acted on it. If anyone has it gets a lot harder to deal with removing it, and could be considered unfair by anyone who acted on it and effectively lost energy.

How is foreign aid calculated relative to the budget. Are the figures subtracted hourly, daily, weekly? Trying to figure out whether decreasing aid is an effective measure of reducing the deficit.
It's kind of complicated, and I'm not really done with it yet. I'll update the help files when I am. In the meantime, I'd recommend focusing on normal bills for now. The way that FR affects things is kind of complicated and without an explanation you probably won't accomplish what you're trying to.

Maybe I'm just doing something wrong, but sometimes I seem to have a very slow energy gain. Slower than 1e/8m. Does stress play a hand in this? I just gained one energy in about 10-20 minutes.
There's a game-wide script that runs on a cron job which restores 1 energy to everyone every 8 minutes. It won't be exact, but it definitely won't be off by anywhere near that much.

I cant play a research comittee but i don't have any active bills and I'm pretty sure I haven't played it on anyone else's bill. When i try i get sent back to the status screen with this message Due to budgetary restrictions, each congressperson can now only commission a maximum of two simultaneous research committees.
No. Any chance of permanent death from using drugs would be far too severe a drawback and their use would be incredibly rare. This would make scandals incredibly rare, which would make investigations incredibly rare. That means people wouldn't ever get unelected, the paper would be mostly dead and there wouldn't be much point to utilizing most of the functionality of the game.

does the 'declare' function work? Because if I go foreign relations, I can choose to increase, say, military aid for india (when it's at 0), but not declare military aid.
The idea is that if congresspersons are more highly paid, they'll be less likely to take bribes and do other corrupt things. Since congress does have the power to raise their own salaries, it's difficult to consider doing so "corruption" in and of itself. Greed, perhaps.
