for Balloon in a wasteland, the shelter is for you to sleep in (to regen stamina), just go up the ladder and press sleep, on the left side of the screen. just buy weapons/upgrades, turrets, etc.

Hey, I noticed you were frustrated with Renegade Commanders. The tutorial does mention how to scroll when you go to place the barracks but you may have missed it. The default controls allow you to scroll with ASDW or the arrow keys. If you go into the menu you can alter the controls so that you pan with the mouse. Thanks for giving the game a s…
