Hey there, you need to get all of them to exactly level 9 at the same time. If this doesn't help, it could be bugged, which is weird because I haven't touched it in a long time :D

Game is bugged for me , i go to station and its not letting me go to lake after it. i cannot go anywhere and i am stuck
Try restarting the game - Not sure what causes this issue but that's what fixes it
