@icedane and all others that voted for him : here is what happens. The % increase in any of the stats is based on the value (100 - the stat value) - 100 is for 100%.
eg : 60 att speed + 10% increase = 60 + 10% (100-60) = 60 + 4 = 64
similarly 80 att speed + 10% = 80 + 10% of 20 = 82
