Once upon a time… Arcanine was a legendary Pokémon.
In fact, these are engravings of “Legendary Pokémon” on the wall at the Viridian City Pokémon Center in EP002 “Pokémon Emergency!”.

Arcanine has the highest base stats of any non-legendary Fire-type Pokémon.
Arcanine has the third-highest base stat total of any non-legendary and non-pseudo-legendary Pokémon, next to Slaking and Archeops. This also makes it the Pokémon with the highest base stat total to be neither a legendary nor a pseudo-legendary and not have a hindering ability.
Arcanine’s Pokédex entry for Pokémon Yellow connects the Pokémon world with the real world. It says “A legendary Pokémon in China. Many people are charmed by its grace and beauty while running.”
Since Yellow, however, it has been referenced a lot.
In Pokémon Mystery Dungeon, it describes itself as having a speed that no one can match, but it is tied at the 103rd fastest Pokémon with 23 others. However, this may refer to one of its moves, ExtremeSpeed.
Although its species is the Legendary Pokémon, it is not a true legendary, and is not even considered a pseudo-legendary.
