per reset, yeah. You just have to make the right decisions. Many times upgrading staff from city facilities is not worth it. You should sell resources in the Port instead. A quick tip would be when you get SEE manager to upgrade, and when you get Production sector profits to sell. But thats too general :)
i think the drop rates for epic eq is increased i got 300 epics since the update and with the nerf to the stats on the rings/necklaces i have to choose between +70 castchance on tome or +700 crit mul on dagger :P
