I got lucky and found her in the first building I checked outside the normal block. o.o; Maybe the RNG shouldn't allow the first few buildings checked to have her?
Needs a lot of polishing to earn a 5 (pause, a longer music loop, maybe more of that interesting writing between levels - dry wit never hurt anything). But for originality, you can take home a 4.
Bug: If you double-click the upgrade button VERY quickly, you can get two upgrades for the price (and time) of the first. (It doesn't always work.) Very handy for getting those level 3 power stations on the cheap.
