It increases relative time speed, which means for an outside observer, like my HQ, it actually slows the growth of biomass on a selected planet. For example: 1 hour on planet = 1000 hours on HQ. 1 kg of biomass per 1 hour on planet = 1 kg of biomass per 1000 hours on HQ. :D
