I would strongly suggest some kind of messages, telling you WHAT is wrong with the buildings.
I have plenty of energy, and a radar that seems to be charging up. But no change to be found in my energy supply. Not even when I decided to add more solar panels.
Secondly, my oil rigs aren't doing anything, despite being hooked up with plenty of energy, and reservoirs to hold the oil.
There could be a lot of reasons. I'm trying to detect obvious cases - like lack of roads, but not everything could be determined that easy. Most often reason - zero income of required resource. It's often means that you aren't producing enough. And if so - one factory can be at 100%, and factory next to it at 0%. Just because they was processed in that particular order, and you didn't had enough resources to supply last one. And that could be a reason why your oil rig can't work - radar takes all power. Just try to keep positive income of everything, and you should be safe from these things.
I'll try to make it more clear in future, but it's really not that simple, since buildings can feed other buildings, and so on, and not every possible problem in particular chain can be fixed with simple increase of income.
I recently crafted a Recoilless Shot Pistol, given a nice 94.28% hit-chance.
But when I equip it on a guy who specializes with that pistol, it only gets 47.25% hit-chance.
