To answer your question about the last province: to begin conquest of a city-state, you must share a border with it. So to attack Yan, you must first attack Zhao. The endgame would be an entirely blue map. But otherwise, yes, we never did code any official acknowledgement of total conquest other than the entire map being blued out.
