the stump is easy. The whole riddle is about a 24 hour clock. First, touch the 5th stump (17, only at night, refers to 1700, or 5:00 pm) then touch 12, at the very top (half of the whole = half of 24 hours, or 12) and finally touch 9 (the third fourth of half of the whole = ((3/4) * 12) = 9
