To fix some of the elevator problem, stagger your elevator build instead of going all the way up. So build 4-5 going up from the first floor. Then on the 4th/5th floor, right next door to the top elevator, build 4-5 more going up. Keep doing this all the way. It costs more because you have to pay for more elevator shafts but its worth it.
