To get the hard badge, I recommend the 3rd Hull, and 4th Engine. Maximum everything else. The third engine doesn't provide enough thrust to get you up to 250k. Make sure to avoid the speed gates, because most of the time, they will speed you right into a plane, ufo, etc. Good luck.
