add a boost to relevant skills based on active jobs as well as hobbies – could be a simple multiplier (surfing hobby increases buff – actively working as a lifeguard would double it – if you also work as a bounty hunter you’d get 3x on buff with a 2x on badass if you have the bow hunting skill active) – would think that would be a pretty simple add on

The time needed to complete the "reach level xx" quest at each location is orders of magnitude over what is needed to complete the other 2 quests. This negates their accomplishment and interferes with the progress of the storyline - removing the quests and just noting each location with "reach level XX to proceed" would have no effect on the gameplay - making a game take longer by sticking in a time sink does not add content - but it will cheapen the content that is there when the time sink dominates the game
