The in app perchases are not bad, it's just that the games unbalenced. Rebalence the game so that these gems come as insane boosters instead almost the only way to get by decently.
Add more features, like a politic tree. Corrupt politicians to have less stringent regulations and subsidize costs(cheaper energy) (more engergy) and maybe a energy monopoly(expensive selling price)
