you should make it so they cant just start shooting in the beginning.. have like a rep and if it gets worse and worse then bigger ships will come and more netting and stuff like that. your rep goes down by just eating fish. and the more people you eat when you have a higher rep then the more points you get. also make the javelins slower in the water.. they wouldnt be that fast going through the water
