Hey Rava - there isn't a clear cut way to replicate it, but generally, just alighting the raggy on fire (I think using the molotov will get best results), and then using water to put it out can make it occur. You may need to repeat this several times in order to get it, but I can assure you it does happen.
Does it persist after reset? If not, are you sure it's not just some fragment burning somewhere? The system checks for any burning object, and plays the sound if it finds even one, no matter how tiny. Wasn't able to reproduce myself.
I enjoyed the original 3D atmosphere this game had, which I had never seen before. I would enjoy this game more if there were more levels/rooms, but it is still enjoyable as it is.
