Peterabott: No, it's not a bug. It's the only way to get the impossible badge.
For those who didn't get the impossible badge: You have to use ALL bricks without a single one falling out. The trick is to think outside the box.
I believe the swaying is the developer's intention for it to be more realistic. You encounter more wind at higher altitude.

how do you destroy the hot air balloon? i have 3 cannons and 10 or so fully upgraded tacks and it was only destroyed near the end.
