Running out of fuel doesn't seem to do anything
fuel is important, but some ship configurations can use just energy instead. however, afterburners do require fuel, and if you want to travel without using warpgates, fuel is a must.

Pretty easy when you upgrade your settlements to castles (or whatever you call the biggest one) right away.
