Nice game so far. I haven't noticed any bugs as of yet. I do have to say, though, that the 500,000 HP for the largest rocks seems very excessive to me. I've barely made a dent in just one of them. I've pretty much run out of space to plant crops because it's taking so long to just remove one of them.
you might want to consider adjusting the size a bit. it's not to bad, but the edges still get cut off a bit. it's not that fun if you have to scroll down to see what the buttons say. :)
The last policy isn't visible except for the very top of the button. I wouldn't even have noticed it was there if I hadn't rolled my pointer over it by chance.
The idea has potential, but it doesn't do anything when you click on the mineral. The gear and graph looking buttons don't do anything, either. I'd suggest taking another look to make sure everything is working properly.
Definitely a good start. The game is rather tall and doesn't completely fit in my screen so I have to end up scrolling the screen down to see the text that pops up at the bottom, so you might want to look into making the game shorter. The game is very bare bones, but it seems like you've got a good foundation to build on. Have you ever played Kittens or A Dark Room? You might want to look at them if you want some ideas since this game reminds me a bit of them.
I'd suggest adding a feature that lets you change the amount you can buy (ex. x10, x25, x50, etc.). It gets a bit tedious only being able to buy one at a time.
The idea is to make players have to choose between distributing their points 3-5, 4-4 or 5-3
