This limit has now been removed! Once you're close to it you can click on the citizen count to change it. Do note that, while I've spend a lot of time optimizing the game, it may start to lag if you have a lot of citizens, depending on the speed of your computer.
Btw, it would be better if you can move instantly after throwing a grenade.
Why u have to pose after throwing a grenade lol, its no problem in low level, but it is very annoying in high level where u have to move like crazy to dodge all things
