Just beat it with this comb:
Tier 2: Beast, maxed, front of the convoy (The shield is a game changer, it gives you a few precious seconds to clear the air with your miniguns)
Tier 5: Boss, Rail maxed, lvl 2 UAV, lvl 3 durability (didn't need to upgrade durability, it took almost no damage)
Tier 4: Bad Boy at the back, lvl 5 minigun, lvl 2 UAV, lvl 2 durability (didn't need to upgrade durability, it also took almost no damage)
With 2 UAVs in the air, dealing with the little jet pack guys becomes trivial. You concentrate on immediately killing the incoming homing missiles, the large helicopters, and the gyrocopters, then, getting your railgun slightly below level along the road to clear the streets. When you get to the train, focus your efforts on the three turrets. Ignore everything else. If you're near full health, you're gold.
4/5, Why? Decent game play, funny graphics, actual attempt at a story line. Marked down to 4 for a couple of reasons: The game performance is uneven, drastic slowdowns here and there during missions on a decent system (4GB, multi core, accelerated graphics), amount of money needed for third vehicle is a bit much, should be around 2500 less, as should the last two weapon upgrades be 1000 cheaper. Otherwise, a fine game.

1) A way to set a starting formation!
2) Ship Editor - ships have limited hardpoints, some heavy and some light, and have many weapons to choose from for each one.
3) Greater control of carrier ops - to be able to assign squadrons of fighters to escort formations of capital ships; to be able to assign bomber squads to their targets.
4) Secondary batteries - I'd like to be able to control what the secondary batteries on each ship or formation do, point defense against missles, point defense against inbound bombers, auto, supplement main battaries.
5) Assign capital ships to roles - assign destroyer to escort carrier, assign light cruisers escort the dreadnaughts
6) better bahvior of ships after destroying target - Ships come to a stop mid-battle if they kill their target, they should choose the next closest target and begin maneuvering to attack it.
7) special equipment - ECM suites, shield booster, EM pulse generator...
