the time goal is a bit dumb, and you need luck on some levels to get perfect. i never upgraded or even repaired one city, just conquer, push on, build farms get more units. controls could be a bit better, drag and drop is one of the worst possibilities (rts games been around for ages, the ideas are all out there and are generally used).
level design is great, but the rest of things? bad physics (lorry levels??), bad jump mechanics (i was trying to get up to the lorry driver seat for like 10 jumps), extreme lag at times. friendly AI is berserk killing herself. Enemy AI has fast reflexes, too good at aiming, also great damage - can 1-2 hit kill. I saw a robot deal one headshot to the left and then another to the right with consecutive bullets of a burst. the UI is also slow to react (long animations).
its really funny that the world of the ideas in the background is pictured with floating pieces of architecture :) columns on air supporting nothing, etc.
to beat level 75 for hard badge the following worked for me:
The middle weapon lab is mostly ignored by the AI and its already upgraded to max level so i hop all my starting jellies through the bottom bubbles to secure it.
Once there i start a freeze project to freeze the lab that the AI fills.
You have a few calm moments now, you have to get the lab 50 jelly to start a capture power (gather support forces in closest 2 bottom bubble, around 80 jelly sum).
Make sure to pay some attention to your barracks, take back those that the AI captured. I usually secure the 20 jelly black fortress near the start (before it gets a 50 jelly reinforcement).
When you have the 50 jelly in the mid lab, capture the biggest fort preferrably next to the enemy boss, and get as many jellies back to the lab so you can start another fort capture - repeat until victory :)
Many things can go wrong of course (for example the AI might attack the mid lab), but a few tries will net you victory.
i guess if you play on luck for 59 you have more than a 40 degree arc to succeed ... that over a 10% chance ... but rotating once around the magnet waiting for the boulder to pass works too (as its been already commented).
