Normally you can only attack 10% up and down of your current level, however there are exceptions to this (such as being Hitlisted, or if you attack the higher level first at which point they can hit you back until 24 hours is up or they kill you, whichever comes first, or you are in a War Syndicate, at which point you become eligible to be hit by other War Syndicates a certain amount of times a day).
